Residence permit in Slovakia for the period of retirement

I have a friend who would like to live in Slovakia, we would take care of him during his retirement, but we are not a family. For this purpose, he would like to stay in Slovakia, he is a citizen of England. What kind of residence/stay can he arrange in Slovakia?

A citizen of the UK who does not fall under the agreement on the withdrawal of the UK from the EU and thus does not enjoy the residence rights arising from it, is in the territory of the Slovak Republic in the status of a national of a third country, to whom the relevant provisions of Act No. 404/2011 Coll. about the stay of foreigners apply.

If it is not a family member of a citizen of the Slovak Republic or a family member of an EU citizen, this person does not meet the conditions for granting the permanent residence of a national of a third country or for registering the right of residence of a family member of an EU citizen.

As for the possibility of obtaining temporary residence on the territory of the Slovak Republic, each of the types of temporary residence is tied to a specific purpose, such as business, employment, studies, etc. He has to choose the purpose himself from among the options. This means that a temporary stay in the territory of the Slovak Republic cannot be granted to him only for the purpose of surviving/retiring in Slovakia.

The only option for the above-mentioned UK citizen is a short-term stay on the basis of exemption from the visa requirement, which, however, is limited in time to 90 days within any 180-day period. However, this is a stay connected rather with tourist activities and the like, which does not correspond to his intention to live in the territory of the Slovak Republic, whereas he would have to leave the territory of the Slovak Republic after the expiration of 90 days.
